University withholding transcript

I started and received financial aid at Colorado Technical University and Central Texas College before sending all of my transcripts, but Colorado Tech is not cheap. What if I found a really cheap online university like the university of phoenix and took two semesters there and got the refund check from them? The community college near me required my transcripts before allowing me to enroll. Worst case scenario I would need to enroll in a cheap online university for two semesters to get the refund.

I just spoke with tesu admissions and they said I could enroll and give them the transcripts later. So it looks like I can enroll with them apply for financial aid/student loans, use the refund check to pay off the debt from my previous university and i'm all set.

I see that University of Phoenix dropped their tuition rate to $398 per credit hour, but that's still not considered cheap. Logan University, for example, charges $150 to $275 per credit hour depending on your GPA and whether or not you're a transfer student. Fort Hays State University charges $218.67 per credit hour. Peru State College's website isn't working properly right now, but I know they charge less than $300 per credit hour. Chadron State College charges $289 per credit hour.

TESU is only cheap if you choose the comprehensive tuition plan.

Yeah I plan on using their comprehensive tuition plan, hopefully theres going to be a decent refund or this might not work out.

In my opinion (which is guided by ethics and morals, so there's that.....) if I were in your shoes I would do the following:
Start a degree plan that you can begin earning credit. You don't have to enroll anywhere, and you can start accumulating all your free credits. While you're doing this, you're working another shift (or seven) and putting stuff on Craigslist or FB Marketplace Swap. Start collecting your cash - don't send it in to collections - collect it and set it aside. As you're collecting, you're working on your degree DIY style. Your first 90 credits will cost between $1,000-3,000. Ignore your old transfer credit for now- and keep building up your cash stockpile. When you have $2,500 offer it to the collection agency. They'll say no, counter, and you can decline. Let them know you have cash, and that you'll send them a money order this week if they change their mind. (under no circumstances should you give them any access to any bank account).

Once you get them to take it (I'm sure they will, especially if this is the second collection agency- these guys are happy to get pennies on the dollar) you can make sure your account is cleaned up with the college and possibly get your transcripts.

IMO, you can probably REPLACE the credit you already have on your old transcript in half the time for hardly any money- by the time you're ready to enroll at TESU, you won't even need them, but if you have them at your disposal, you might as well request the transcript and see what can be used. WORST CASE- do everything except your Capstone. Get in holding pattern while you pay off that debt and get cash for your degree.

The process for you to earn your first 90 credits will take about a year, so you have 12 months from today to make all that happen. It's not easy, but it's doable.
There isn't a reason in the world you should be applying for financial aid- none of the cheap/free credit sources even take financial aid. You have a LOT of work to do before you need to pay for a Capstone class - and if you work a plan of accumulating college credit while getting your debt paid off, you'll be in a better spot.

EDIT - I missed about whether it was a student loan in default or an actual tuition debt to the school - that may matter, but either way, cash solves both. You can't borrow your way out of debt.

The problem is that the OP can't get a transcript, and most colleges require transcripts from every school attended. Replacing credits does not erase the need to get a transcript from every college. This only happens when you're in debt to the school, not in default on student loans.

Accepting the Pell Grant, if one qualifies, is not accumulating more debt. If you qualify for $4,000+, that can more than cover the annual tuition at a CC.

I think cookderosa was saying that the OP should work on earning credits for a year while saving up money to pay off the debt.  At that point, they can get their transcripts.
