I heard there's some online college degrees in the Mexican Veracruz State U university and checked the degrees they offer.
They have online bachelors in:
International Business administration
International Agrobusiness
Political Science
English Education
Education (Technology focus)
Art Education
Oil engineering
logistics and customs
Psychology

Masters degrees:
Chinese and Latin American economy and society (this one seems quite interesting. Never seen this degree elsewhere before).
Art education
Prevention of drug consumption (I assume this is a Clinical Psychology related masters degree?)

For students that are fluent in Spanish, they might find this information to be useful. I quite find the Chinese masters interesting because they also include Chinese-Mexican history and Mandarin language courses.

I am looking at the website more closely and they accept international students, but at least for the masters degrees they require several things:
Pass both the Exanii II and Exanii III exam
English exam, they probably will be ok with a toefl
Apostillate and translate to Spanish Foreign bachelors degree
Bachelors requires a minimum gpa of 80 in the Mexican system, I will assume this is equivalent to 3.0 USA system.
2 letters of reccomendation
Curriculum vitae and reasons why applicant is interested in the program.

The chinese-Mexican masters lasts 2 years and charge 10,700 MXN per semester. They don't offer scholarships. Titulation and social community service can be done 100% online. Seems like graduation is via thesis

The prevention of drugs masters seems to be multidisciplinary, possibly also aimed at graduates of med school and public health. That degree lasts 2 years, requires a semestral payment of 12,000 MXN, entrance exam that costs 1165 mxn or mexican citizens and 3406 mxn for foreigners. Also must take an introduction course that costs 1500 MXN.

Checking the Oil Engineering online bachelors degree. Inscription costs 518.70 mxn for Mexicans and 2000 mnx for foreigners. Each course costs 580 mxn. Seems like they accept payments via credit card. The online degree is minimum 9 semesters max 14 semesters. Online degree seems to have 33 courses. I will assume a rough tuition estimate should be 19,140 mxn.
