If a Excelsior student takes a UExcel exam, a letter grade is put on the Excelsior transcript. If a TESU student takes a UExcel, do they post a letter grade or CR like they do for a TECEP?

It would be treated the same, Excelsior Uexcels will come over to TESU with a letter grade, it will only affect your external GPA at TESU. So you would just get credit for it and an updated external GPA at TESU, I wouldn't worry about the GPA at all as TESU is not a competitive entry university and it won't affect their internal GPA as this is not a course you take at TESU.

Thanks. I was looking for a way to deal with a D in SOS-110. Can't take LIB-495 with a 1.0 TESU GPA. The options I see are retaking SOS-110 or taking another course. Retaking SOS-110 would be easier than taking something new.

You can't fix an internal GPA with an external course, graded or not.
