TOEFL and Per Credit tuition plan

1) Regarding the Per Credit tuition plan, from whence is the enrollment date calculated? As there is no annual enrollment tuition, is the enrollment date determined by the date of payment for course credits or TECEPs?

2) Does the Technology Services Fee ($121) and course registration fees ($56), apply to the Per Credit tuition plan, too?

3) The officially language of my country is not English, but English is used as the main language in private colleges and universities AND also in official business transactions. Due to the legal setup, English can also be the official language in a couple of states (yeah, it's confusing hilarious). Is there any way to bypass the TOEFL requirement? Maybe complete the English Composition TECEPs first before applying?

I emailed TESC and here's the answers...

1) Your enrollment date starts 10 days after the term starts. I.e. If you registered to take a TECEP in July, your enrollment starts rolling on the 10th of July.

2) Per Credit tuition plan has no extra Technology Services Fee; it's already factored into the $476 per credit cost. BUT, you'll still have to pay the $56 course registration fee.

Last time I checked, a month ago, the technology fee was applicable for all tuition plans. But the repeated disclaimer, "Tuition and fees are subject to change" would certainly apply in this case. Actually it's obvious there has been changes to the fees page.

I have sent an email to one of the PPC plan students asking for clarification on the tech fee. I would need to adjust my tuition comparison spreadsheet if there has been a change. Although I would most likely wait until July, the new catalog year.

When using TECEPs the course registration fee is not charged. (See the following post.)

I just received a confirmation that the technology fee is NOT charged under the PPC tuition plan.

I did a bit of tooling around the website and noticed in two places the information has changed. On both the Fees page and Enrolled Options page which is where I got my original information. Any who, I just located the following blurb. I wanted to document it somewhere just in case things should change again.

How do I enroll in a degree program at Thomas Edison State College?
Thomas Edison State College considers students enrolled when they pay the Comprehensive Tuition Plan, the Enrolled Options Plan and Technology Services Fee or course tuition as part of the Per Credit Tuition Plan. A student’s enrollment date is defined as the date the College receives the Annual Enrollment Tuition or Comprehensive Tuition or the 10th day of a term in which the student enrolls under the Per Credit Tuition Plan. This fee or tuition covers a period of one year of service. Students who are enrolled in the Per Credit Tuition Plan must earn at least three Thomas Edison State College credits in each continuous 12 month period to maintain activity. Students who are enrolled with the College under these plans may choose to complete their degree requirements at TESC or by assessment or transfer credits or through a combination of both methods. This enrolled student status requirement applies even if you select a degree program for which we don’t offer all the courses you must take to meet the requirements.

Another thing I'd like to add is, according to the admissions counselor, if a student were to enroll under the Per Credit tuition plan in June, but only register for courses in August (after the annual tuition increase), they will have to pay the new tuition price.
