Todd regularly tells people the wrong info about PLA's, and is very negative about transferring in courses. He will purposely misdirect people and make it sound like you have to do something when you don't. He ALWAYS tells people they HAVE to take PLA-100 and PLA-200 at TESU even though this is not true.

That response from Marc Singer is kind of old, so things could have changed. However, I wouldn't be surprised if Todd Siben is still lying to students. He is, literally, the worst employee at TESU. Instead of firing him, they gave him a promotion, and he's been on a power trip ever since.
As for LearningCounts, they changed their model. I think they now work directly with the partner colleges. I haven't checked their website in a while.
Yep. Going independent with LearningCounts is no longer an option. Now, we know that TESU doesn't do all of its own evaluations.

So, you can find out how much TESU charges to do the LearningCounts PLA program, or you can just do the free online PLA course through Kaplan Open, and see how it goes. I think people used Kaplan and didn't have any problems in the past.

Kaplan doesn't give ACE credits anymore, but that's great if it can still be used. I did it, not realizing it no longer gave credits. I'm not sure if there's any proof of completion.

You can see how see if Empire State College will let you complete a PLA as a non-degree student. All I know is that they charge matriculated students $350 for the first 8 credits. Their PLA process is more streamlined, requires less work, and there is a lower chance of failure. But, they are not likely to give you lab credits. I tried using Saylor courses for A&P I and II. Since there was no exam for those courses, I received 1 credit for general laboratory procedures. With lab courses, you need evidence that you did labs.

I wasn't saying to use it to get credits, but rather to see what a PLA consists of.

I believe the requirement is (or was) to take an introductory PLA course that will replace PLA-100 and PLA-200 or to have successfully earned credits for a PLA at another school. I'm not sure if TESU will count a course that isn't eligible for credit. If one wants to see what the portfolio requirements are for TESU, then there are open versions of PLA-100 and PLA-200 that will be more useful than the Kaplan course.

I would have been more direct or simple, and mentioned the following (as an example).
I've taken a 3 credit course on PLA from Kaplan, further to that, I'm taking the Saylor PLA200 course.
I would like to get credit for Prior Learning and would like to proceed with a PLA.
Do I need to take your course as I am already familiar with the processes of PLA?
As a determined successful individual going for a degree, my lengthy portfolio should illustrate comparable learning.
Optional: Shut Up and Take My PLA $$$ (JUST GIVE ME THE DAMN CREDITS!)

No offense, but I don't understand your question.
You should have asked, "Do I need to take PLA 200 in order to submit a portfolio for evaluation or can I take an equivalent course somewhere else?"
You can also ask about the other option if you're curious. "Do I need to take PLA 200 if I have successfully earned credits for a PLA at another school?"
You can ask about the Kaplan course, but I wouldn't make that the only question because you might get a no since the Kaplan course is no longer worth any credits.
You can't take PLA 200 at Saylor. They just show you the contents of the course. You can't enroll in the course, and Saylor never has anyone to grade papers. If you are allowed to waive PLA 200, then you can view the contents on Saylor to see how TESU wants the portfolio organized.
