Good evening!
Thank you for the response.  I thought the minimum for study.com to pass the course is that you need a 55% on the final proctored exam assuming you have 100% on all the quizzes?

I can't speak on all the course only the ones I have taken but a majority of them have assignments that count towards your final grade. So you have the quiz points plus the assignment points that go towards the final tally.

For most courses with just quizzes (100 points) and the final (200 points) that is true. If your course includes essays or projects, then the breakdown is quizzes 100 points, projects/essays 100 points, and final exam 100 points. You still need 210 of 300 to pass @ 70%, but every point you get on the essays/project lowers what you need to get on the final exam. Conversely, if you take the final first and do well, you may be able to reduce the amount of work you need to do on the essays/project.
