This is a fully online inter-university doctoral programme offered by four leading Spanish universities: Universidad Politécnica de Cartagena, Universitat Politècnica de Catalunya, Universidad Politécnica de Madrid, and the Universitat Oberta de Catalunya.
The cost is approximately €30 per ECTS credit, making the total cost around €9,000+ for 300 ECTS credits.

This looks very interesting but I am sure it will likely be a titulo propio and not an official degree. Still not bad with all of those partnerships and the cost.

The website provided has a link to a Spanish government approval document, which even cites the legal precedent for official degrees:

I'd have to go back through the monster ENEB threads to reconfirm which Spanish ministries have the authority to authorize degrees, but this is already a positive sign.
