Proctoring adds authenticity since it shows that the person taking the exam is the same person on the ID. While the ID may be faked, if there is a concern later, they can bring up images of the test taker and the ID to compare with student's image and identification to compare. If the people or credentials don't match, then the student would be in violation of academic integrity.
The secondary purpose behind proctoring is to help ensure that the student isn't using resources that are not allowed by the course or providing information about the test (questions, etc.) to any third party. Whether or not they provide answers to the test taker is not the issue there.
There is no perfect solution though and people manage to figure out ways to get around the proctoring restrictions, but that is the intent and it does provide a permanent record of the exam for future review.
