For TECEPs and Uexcels, what happens if you fail? Do they show up on transcripts as a failed course? I understand they should be viewed as RA credit right? Also, it's my understanding that TECEPs are just ungraded pass and Uexcels indicate a letter grade right? Also, are there any other institutional exams like TECEP/Uexcels that are worth RA credit which you can take and transfer to another university that are worth noting?

I'm not sure about UExcels, but if you fail a TECEP then it doesn't show up on your transcript. My understanding is that they used to show up, but they no longer do. I think the change was made in 2018 or 2019?
As far as I'm aware, there are no longer any other exams that are easy to take and transfer. Strayer has some exams, but it's a PITA to transfer them because they already show up as transfer credit on a Strayer transcript.

Makes sense. I'm considering a second bachelors down the road at a university that is somewhat friendly to CLEPs, DSSTs, and transfer RA credits but not to other ACE/NCCRS. I've been getting straight A's or passes in all my RA courses in the last 2 years(10 years ago is another story) so I'm just weighing my options as far as transfer credits without adding potential fails to my transcripts.

If you can find a college/university that provides you a GPA or grade for the challenge exams, then they should be transferable to another college/university. Here's an example of one that can be transferred instead of being just used for the particular institution.

Here is one that won't work, as it's all internal: https://www.stcc.edu/testing/challenge/
There are plenty of schools out there that have challenge exams for credit or exemption, usually they are not graded, if you find the graded ones, you're golden!

I would probably just call EC to ask about UExcel's. But, I'm guessing since you get a grade, that if you fail, you get an F and it will show up on your transcript. But it's just a guess.

Page 15 of the information guide and page 2 of the technical handbook (both available at the bottom of the page describing UExcel exams) say that you get a letter grade of A, B, C, or F (D is not a credit recommendation and also only a grade for the 6-credit, upper-level English Composition exam).
