The Poynter Institute is a Florida school whose mission is providing education and training for journalists. It is well-respected. I used to run an official blog for my hometown newspaper and the editor would always point me towards Poynter resources.
Anyway, they run an online program called News University with classes in editing, sunshine laws and other topics. News University offers certificates which are pretty cheap. Some of them are cross-branded with colleges, universities and other well-known organizations. Might be some possibilities here.
Note: Poynter is accredited via the Council on Occupational Education, so it is a career/technical school.
