Hold on, let's look at Charter Oak's own wording:

Quote:All courses, programs, or exams offered by alternative educational providers (non-regionally accredited entities) recommended for credit by NCCRS or ACE will not be accepted in transfer unless an agreement with the provider and Charter Oak exists. Students will be limited to a total of 90 degree-applicable credits from non-regionally accredited course providers, even if an agreement is in place.

A claim to credit from a foreign university isn't based on NCCRS or ACE recommendations. Foreign universities are not alternative educational providers as described here (except in the hypothetical case of a foreign university also holding NCCRS or ACE recommendations). The new Charter Oak policy does not appear to address foreign university credit.

They define alt providers as non-regionally accredited. Foreign institutions are not accredited by one of the regional bodies.

I think in all likelihood they'll treat foreign credit (that's been evualated by one of the recognized services) similar to RA credit, but it's not as obvious per that wording.

Thank you !!

Was in touch with my COSC counselor today.  The only ACE/NCCRS providers that they have agreements with, that are not expiring soon, are Study.com, Straighterline and Sophia.  Saylor and Davar both expire July 1st, so if you are doing any classes with them, you must be finished AND the course transcripted before July 1.

For what it's worth I have to make a public apology here, because a month or two ago in response to the rumor that this was going to happen I asked the administration at Charter Oak point blank, and they told me no, and even asked me to quash the rumor, which I dutifully came back here and tried to do.

Believe me, I'm not very happy about that. At all. Mea maxima culpa, everyone.

As for why they are doing this, who knows? Change in Connecticut state policy? Pressure from NEASC? Desire for more revenue? Some other reason? I'm not going to speculate. I do know that 2/3 of their students are in Connecticut, and I gather that quite a few of them take a lot of Charter Oak's online courses (like students at "normal" schools), and that 114'ers like us are only a minority of enrollees. Make of that what you will.

Took me almost a minute to figure out what the heck a "114'ers" was. There is no need to apologize for repeating a lie that you did not think to BE a lie.

It's disheartening, though, that COSC acted this way. My plan is to attend the school (as a 114'er), but I'm disappointed in them.
