I am not sure if this is competitive or not, but Michigan State University offers an online GIS professional certificate for $3,000.

It is four classes and it is not necessarily credit-based, although the classes can be taken for credit. I assume that would entail additional cost. MSU tends to be good with programs related to dirt, grass and compost.
