I read on the beginners guide that Kaplan PLA LRC100 was a good first course to take because it was free and you can make sure that credits successfully transfer to ACE. When I search for it, there is no Kaplan, but Purdue. Same thing? Also it says that there’s a $1,500 fee to submit your portfolio for review. Is this the same course that was suggested on the Wiki?

Ok thanks.
Is there an updated list for free/cheap credits that one can take? I know the ethics course from The Institute was just removed from the list last month.

Not sure. Here's what I know:
TEEX Cybersecurity courses expire 9/30/18
Sophia free 1cr courses expire in 2019 & 2021
NFA - Q0118 - Community Safety Educators expires 9/30/18
That's it right now, I'd take NFA, then TEEX, then Sophia for your freebees.
Also, don't forget that Modern States will let you take free CLEP exams for the time being. I'd jump on that, as those courses are way more useful than the ones listed above. A free exam that lets you pass English Comp I & II is golden. Prioritize your courses there accordingly in case they run out of vouchers.
