The university lists 36 doctoral degrees. A single doctoral degree would need a good dozen full-time professors to support. Frankie only lists about a dozen faculty in total, and all but three or four are listed as Affiliate Instructors.
Take Elisabetta Prencipe for example. GIU lists her as an Affiliate Professor for their university and a Lecturer at the Frankfurt School of Finance and Management. But she isn't listed anywhere on the Frankfurt School of Finance and Management's website. Also, she holds no degrees in finance or anything even close; her LinkedIn claims she holds a doctorate in nuclear and subnuclear (?) physics. But she never got an undergraduate degree in physics. The closest she came was a diploma in English/Language Arts.
There is an Elisabetta Prencipe who is a particle physicist. And her LinkedIn page lists her presently as a member of the Belle II experimental group at the Justus Liebig University Giessen (JLU). How is a full-time research particle physicist serving as a lecturer in finance and management while, at the same time, serving as an Affiliate Professor at GIU?
And if that isn't enough to convince you to stay away, just look at GIU's accreditation page. He lists recognition by the Graham Department of Education. That's right. His accreditation page lists a recognition by a department named after himself. If you click on the link to learn more about the Graham Department of Education, you'll see that the page IS ON THE SAME SERVER AS THE UNIVERSITY.
What about accreditation? Well, one of them is Graham International Education Accreditation Agency (GIEAA). So he created his own accreditation agency to accredit his own university.

He described signing up and being listed as a professor at the school, but I haven’t yet seen him describe performing any activity in teaching or evaluation for the school.
Sometimes a degree mill or a sub-par school will advertise for faculty and from the applicants it will publish an outwardly impressive list of faculty, but those “faculty” end up doing little or no real work.

IMHO you are overanalyzing a bit in this direction, she was lecturer at that uni and was listed on their website while she was lecturer, she ended last year. She didn't lecture finance there. That she didn't list her undergrad degree doesn't mean that much, there could be numerous reasons.
Re GIU all that matters are the accreditations, QAHE and IARC, worthless in most countries but probably not all.
GIU is based on slightly different founding stones than most others in same category, but I didn't study enough psychology to be sufficiently articulate on that matter.

For purposes of education in the United States, this is a degree mill, and it doesn't matter what kind of third-world or country accreditation they get. If he wants to advertise his degree mill, he should do it in countries that "accept" his BS accreditations. Also, he needs to stop claiming to have all these doctorate degrees when he only has three accredited master's degrees.

GIU likely wouldn't be good for anyone in the US by itself at the front door besides for life-long learning. However, the accreditations that they receive could potentially lead to validations and MOU opportunities with other international institutions which through foreign credential evaluations could lead to a US regionally accredited institution equivalent. It's a weird and roundabout way of doing things but it can lead to some backdoor opportunities. University of Azteca would consider validating GIU due to some of the overlapping accreditation partnerships and pathways to recognition both have.
