My often repeated opinion is that your network is much more of a factor in career development than credentials. Actually I work in tertiary institute,therefore a doctorate is necessary if I would like to work as a lecturer or instructor.
Currently I don't have a master's degree,but I studied something equivalent and just taken the qualifying exam.
Actaully a master of science does not worth much nowadays (sigh) so why not directly pursue a doctorate.

There is staff in my institute holding a doctorate degree from distance learning.

Hmm, my wife went to Hong Kong on Cathay Pacific for the first time this Tuesday, she's gone for a month visiting family... I've not used Cathay ever, and I've flown to Hong Kong numerous times with various airlines. Have you taken a look at completing the ENEB Masters and then the Doctorate/PhD from a similar provider? Im also based in HK. I was going to do DBA with UCAM which is 14K USD. But now planning to do a online lower rankong PHD with a UK university that partner with the same education provider and it will cost 20K USD or less. Which fit your budget. If you really want to know the detail, send me a PM or something. Because they haven't offically offer this yet. But they will announce it around Christmas.
The reason why I'm suggest you to do a PHD is because you mention that you work in a tertiary institute and doesn't mind doing a dissertation only degree. PHD will definitely help you way more for your work and PHD also need to write alot just like dissertation. So why not a PHD.
Im pretty sure that a PHD in a public UK university is going to be accredited in HK. Even it is a low ranking one.
