At the same school, we had a recent report of similar fees temporarily listed on student accounts for winter courses that were announced as tuition-free. Those fees were quickly removed in an adjustment. It seems likely much the same is happening here.
I am an in state student at TAMUC and how they handled the free winter mini class was that a few days after registration, they entered in a grant (listed as GR) to change the fees (they do it manually). I just registered for the graduate level Instructional Design courses and the billing system shows $2,877.65 in tuition. I expect that over the coming weeks they will also enter a grant in to eliminate that fee for Texas residents. The person I spoke with yesterday in the graduate school said that it is their belief that they will start offering a competency based masters programs starting Fall 2024.

These classes are not currently part of any degree program at East Texas A&M University...yet. So, you may be able to use them as an elective somewhere or even at ET A&M if the program you are in will allow it. Who knows what new programs are comign down the pike...

Classes start on Jan 13! Give yourself enough time to become admitted.
Some concrete updates on this:
-The term for competency based classes is truly that short time frame listed above and the class is self paced.
-The term costs $1,000 each for Texas residents and $2,000 for out of state residents; the program is awarding a $1,000 discount to all registered students in these early courses for this term only. So it ends up being free for Texas folks and $1,000 for others. I told the school its not on the website and they are going to add it.
-These classes belong to new programs that have been sent to the state for approval to be offered in Fall 2025 but they have not been formally approved or announced at this time. The entire program would be self paced and paid by the term like WGU's model sort of.
