Am I mathing this correctly if I was only looking at the grad school courses?
For M.S. in Agricultural Sciences, M.S. in Agricultural Leadership, Education and Communications
3 Credit hour (Free via 2025 winter Mini) + 3 Courses (Estimated $2709 for out of state, $1485 for in state) + 6 Credit hours (free via 2025 winter additional course)
= $225.75 per credit hour for out of state and $123.75 for in state.
For M.S. in Business Analytics and M.S. in Marketing & Marketing Analytics
3 Credit hour (Free via 2025 winter Mini) + 6 Courses (Estimated $4,988 for out of state, $2,540 for in state) + 3 Credit hours (free via 2025 winter additional course)
= $415.67 per credit hour for out of state and $211.67 for in state.
For M.S. in Computer Science
3 Credit hour (Free via 2025 winter Mini) + 6 Courses (Estimated $5,026 for out of state, $2,578 for in state) + 3 Credit hours (free via 2025 winter additional course)
= $418.83 per credit hour for out of state and $214.83 for in state.
I don't think these masters have a free course in 2025 Winter mini so I think the CS tuition would apply: M.S. in Artificial Intelligence, M.S. in Biological Sciences, M.S. in Chemistry, M.S. in Technology Management, M.S. in Mathematics, or M.S./M.A. in Physics.
The normal out of state graduate credit hour seems to be around ~$800 per credit hour (why is there not a set cost per credit hour?). This would make the cost to complete the other 18 credits an additional ~$14k+ depending on the masters... That is much more pricey than what I expected.

There is a cost per credit hour.
Texas residents pay $758 a credit hour; non-resident is $1,161/hr. This is one of the most affordable grad schools out there. The College of Business is a little higher at $783/hour for Texans and $1,191 for non-Texans.
You can also qualify for a variety of grants/scholarships depending on your situation; scholarship portal will update in December.
You can qualify for in-state rates if you secure an assistantship OR at least $1,000 in scholarships.
Here is the cost calculator; move the bar to 1 hour. Online classes have an additional fee as seen on the calculator.
You can find the number of credit hours for your program below (use with the calculator):

Move the bar past 2 credit hours.
1 Credit hour: Out of state $1,166 In state: $758
2 Credit hours: Out of state $1,937 In state: $1,121 (per credit hour: out of state: $968.50 In state: $560.5)
3 Credit hours: Out of state $2,709 In state: $1,485 (per credit hour: out of state: $903 In state: $495)
4 Credit hours: Out of state $3,481 In state: $1,849 (per credit hour: out of state: $870.25 In state: $462.25)
5 Credit hours: Out of state $4,253 In state: $2,213 (per credit hour: out of state: $850.60 In state: $442.60)
6 Credit hours: Out of state $5,026 In state: $2,578 (per credit hour: out of state: $837.67 In state: $429.67)
...
9 Credit hours: Out of state $7,341 In state: $3,669 (per credit hour: out of state: $815.67 In state: $407.67)
(Graduate tuition, Spring 2025)
I don't think TAMUC can be considered one of the most affordable grad schools.
A friend goes to Ohio University Med school (DO) and the current in state tuition is $756 Out of state $1,113
Another friend went to Optometry school at the University of Houston and the current tuition is in state $668.60 out of state $1,156.17
One of the masters I looked was $10,000 UT Austin Online master’s in computer science, but they also two others: master’s in data science or master’s in artificial intelligence https://cdso.utexas.edu/
That comparison isn't fair because its one of the cheapest masters in the US, but there are many schools that are cheaper and are in a similar or higher tier than TAMUC.

Not sure. Maybe they give discounts the more hours you register for.
One thing to consider is the quality of education you are getting at some of these universities offering cheaper tuition rates or flat rates for whole programs. A lot of schools are going with third party companies like Academic Partnerships which is basically recorded lectures from faculty outside of the institution where the university faculty are just uploading these videos and grading the students on simple quizzes. Some schools are having their faculty teach these classes but the curriculums are predesigned by these partnerships and meant to allow students to graduate quickly with ease without regard to the necessarily quality or real learning taking place. I know that ETAMU is not a diploma mill, but I can't speak for the others in general; sometimes its very hard to tell without directly asking the admission folks and faculty if they are using partnerships and canned materials like this. Anyways, the point is, you get what you pay for a lot of the time. Some states offer tuition funding to universities in general too which is something to consider when comparing tuition rates; taxes go into this.

This doesn't seem particularly inexpensive. I did my MBA at University of Texas of the Permian Basin. Tuition and fees there for out of state online graduate students is currently approximately $370/credit hour.

Different programs also have different rates; you'll want to chat with someone there to determine what the rates actually are for your interested program. Some programs also offer scholarships at the time of application (i.e. computer science); if you score a scholarship of $1,000k or more, you qualify for in state rates.
