The Houston Area Urban League is offering free online construction/trades certification (NCCER). There is an application process and I don't know what the eligibility guidelines are, but I thought that this might be really great for someone out there. The Urban League seems to have a federal labor grant to fund this, so it might be pretty widely open.

Yeah looking at it it does seem pretty open. You just gotta send in your resume to register. Which is different.

I just called and the coordinator says that this is only open for Houston residents. Bummer.
I did find this page from NCCER that says the organization is now running temporary online testing. So, if someone can find a sponsor, it might be possible to test out of some of these certifications.
