Californians can get free Coursera via Coursera | California State Libraries (c4b-integration.com)
You must be a California resident to sign up. But, there's no real check. It is noted they may check your name against the California library database now/then. The state will get full access to all grades, progress, etc on Coursera.
This also includes the Google IT, PM certifications.

We used to be CA residents, but my husband traveled frequently; are you saying that if you aren't taking the courses from CA, that you can't do them anywhere else?

TIL library cards expire. They told me today at the circulation desk the cards expire after three years if you don't renew them. Last year I was able to sign up for Coursera with the library I got in 2008. ¯\_(ツ)_/¯

I think there were other states that participated in this too, not just California. It's great while it lasted, hopefully something Coursera and EdX can partner with other companies or stick with their current partners and make a similar program for everyone, even if there is a small charge for products and services...
