I would also say potential costs. Just because someone got a Pell grant and got college credits for $0 a piece doesn't mean that's what they would cost everyone.

That's another good point. I paid $0 at the community colleges I attended in Texas because of the Pell Grant, but not everyone qualifies for it. There are also people who pay nothing because of TA or the GI Bill.

I agree, but I am not sure how anyone could really do that.
My taxpayer funded gov't ACE credits and JST would cost $$$, but just not to me.
In the end all we have is how much it to apply to one college to graduate from them.
