I think that another good thing is to ask him what HE would be good at. It's easy for US to say a particular course is easy or whatever, but if he looked at a list of exams/courses from SL/Saylor/CLEP/DSST, he might have one or two exams/courses pop out, and immediately think "I'm really good at XXX, I could totally study for that and pass." If he's a history buff, or interested in politics, or can speak Spanish, or whatever, he might find something there that he just liked, and be more interested in.
I also think that telling him about the different options for taking the courses/exams might be helpful - Macroeconomics has the YouTube videos and ACDC website that you can go through, all video-based. I like that idea more than a book personally. Or all of the options for Western Civ or US History or Government that are video-based. How about all of the iTunesU stuff, where you can listen to a book/lessons instead of reading? All of that might be more appealing than saying "here's a big old textbook that you have to read" for someone who doesn't think they are smart. ANYONE can watch a video and learn something, and not have to feel "smart enough" to do so.

I agree with Dfrecore above, that is so true for myself. If you like learning something, and feel good about it, you would want to continue learning what interests you.
Furthermore, since he has taken FEMA courses, he should be fine taking the free NFA and Kaplan PLA for confidence booster. Or if he's into "Other" subjects, he can try out the free Saylor Certs he gets when he passes a non proctored final.

I like the Penn Foster idea.
Went and looked I believe he has at least 14 FAA license related credits. Private pilot, instrument, multi-engine, etc... With his handful of FEMA should be sitting on 20-21 total credits. He can do this.
I sent him links to tge SL Religions. See if he follows through. I'd like to see action on his part. He contacts me then does nothing for months at a time only to contact me again and start re hashing the subject again....very frustrating.
I think, if he follows through, a PF should be tried too. I want to find his most comfortable format.
