PLA credit doesn't typically transfer out.
I think the field experience thing is a matter of what is readily demonstrated via portfolio, so is less of a rule and more a guideline of what is typically well-suited. If we're talking, for instance (to use the previous example) about a PE teacher, how would s/he demonstrate the ability to teach PE, via a portfolio? It might be doable, but it would not be nearly as straightforward as something where competency can be demonstrated through writing.

No one would be "demonstrating the ability to teach PE", they would be showing that they have the knowledge that a particular course (Kinesiology, Health and Fitness, etc...) has in it. Also, a portfolio does not have to contain all of the knowledge you are trying to demonstrate. It's sufficient to describe the material you mastered, how you mastered it, document certifications and include reference letters from people who can verify your experience.
I see no reason that PLA couldn't be used for almost any course.

Their restriction on field experience doesn't make sense to me. In the example above, why shouldn't someone be able to write a few pages on their years as a PE instructor, so they don't have to take some "PE instructor practicum" course. If, somehow they were a PE instructor without the degree. Or why not write about years of volunteer experience.

The RBA degree at any WV school has a PLA that is $300 plus $10 per credit. So 90 credits would cost $1200. The draw back is we don't know if the big 3 will accept them. If you decided to continue at a WV school you'd have to complete 8 courses there for $669 (WVROCKS) a course so $6552 all together.
If you qualify for PELL then even cheaper.

Does anyone know if Learning Counts approves a portfolio, their partners agree to accept it for sure? Without fees like a transfer credit?

My understanding is if it's a partner college, then they will have to accept it.

Excelsior College does accept PLA credits from different Colleges. I am using a few right now.

TESU accepted my PLA credit from ESC, and I made it known to them that it was a PLA.
