Anyone know who provides the cheapest independent study/self-paced courses? I'm aware of UoI, but is there anything more affordable (less than $100 per credit hour, for example)?

Unfortunately, no, you won't find self-paced courses (other than the usual places that we talk about here, like SL and study.com) for around $100 per credit hour. The cheapest are around $200-250 per credit hour: LSU, UND, Athabasca come to mind.

Except there are also the free courses...TEEX, NFA and the Institutes. They are all self paced. And too there is Saylor. They provide you with all the course material and when you are ready you pay the $25 for the test. There are no other costs with Saylor and you can go as quickly or as slowly as you want. These would be closest to self-paced under $100 a credit hour

University of Idaho, Colorado State U- Pueblo, and U of Arkansas are about the cheapest regionally accredited self paced out there. Around $165 or so per credit.
If ACE approved will work for you check out Penn Foster right at $100 per credit.
