Might as well say that they don't award credits for certifications if you have to take an exam in what's already a competency-based program. There may not be exam fees, but making sure you're prepared for these exams takes time away from the courses you're paying for.

True, but I'm guessing you have to take these tests during the credit transfer evaluation phase, before you are actually fully enrolled and taking courses.
But time is money regardless.

He does networking and building computers. He’s working as a help desk now. Ok for WGU I thought you had to take all your courses before you enroll, is that correct? What is the total cost of WGU? He’s taking English now, not his favorite. Let me post the courses he has taken already

At WGU, he does need to take everything before enrolling (they won't transfer in any additional credits after you enroll). But he could still apply and see where they place his credits, and what they'll give him for his certs. I think it's free to apply.
I think he needs to look at their degrees and see which ones interest him. There are several that involve networking.
WGU also has certs built into the degree, and they are paid for, which is a nice bonus if there are some that he wants anyway that WGU will provide.

The total cost of WGU depends on how fast you can accelerate through your course-load...it's self-paced.
WGU charges a flat rate per 6-month term, you pass as many courses as you can per term. The more courses you knock out, the faster you get your degree and the cheaper it is. Right now, WGU is roughly $3,485 per 6 month-term for undergrad IT degree programs. I believe they also require students to complete a minimum of 12 credits (they call them CUs) per term to remain in "good standing".

Usually, there is a $65 fee to apply, but as of right now that fee is waived.
There are plenty of WGU students from which to learn the ins-and-outs on this forum, the techexams dot net forum and the WGU reddit. However no one can ever answer credit transfer questions with 100% certainty. In order to know for sure what previous credit will transfer into WGU, you have to go through the motions and get an official transfer evaluation from WGU, which entails sending them all your official transcripts. WGU does not engage in giving unofficial transcript evaluations becasue time is money. They have to keep costs down to keep tuition down (they actually just raised it a few weeks ago).
Don't rely on just asking questions to a WGU "enrollment counselor". From what I hear, they are the weakest link in the WGU admissions process and often give no answers or the wrong answers as they are overworked and under-trained.

If you could tell us what certifications he has and when they were earned, we can give you a better idea as to what will transfer. I have a pretty good grasp on what will transfer for WGU and I got quite a few credits based on IT certifications there. TESU didn't even want to look at my certifications so you'd have a hard time getting credit through them for any IT certifications (oddly enough, they were more than happy to give me credits based on my FAA commercial pilot certificate).
The other option is to pay an application fee at the schools and have them evaluated formally, but that may get pricey. You may be able to ask the enrollment counselors at the school if they'd ever give credit based on those specific certs before he applies.
