I want to start researching on a topic in advance, but I am having a lot of trouble deciding what to use, especially something where I won't have trouble finding proper sources that I can use.
I was thinking of doing something related to Japan, but something more contemporary.
Or maybe something criminal justice related?
Does anyone have any suggestions?

Combine both. Find something specific about the criminal justice system in japan to explore.
Do they have more success in some area than the US (or whatever your country is)? Explore if their method is feasible for US implementation.

Hmm, I think their criminal justice system is a lot more strict.
I thought about doing something on organized crime, but I did a search on google scholar and I also got access to the new jersey state library online system and couldn't find much. There's lots of info on the net, but actual scholarly articles seem harder to obtain.

Criminal justice is good because there are lots of statistics and information from .GOV and .EDU sources.
I did mine on Financial Crimes and their prevalence.

I would browse journal articles about Japan until you find something interesting.

What happens if you can't really get a definitive "solution" for your topic? Is it ok because you are basically just arguing a certain viewpoint and providing more evidence with your sub-questions?
I have a couple topics in mind, but I think there are many factors at play.

I did not go in with a particular view, it evolved as I did my research. As long as you are able to draw conclusions concerning your questions, it will work. Even if part of your conclusion is "more research should be done in thus and such".

Do all articles need to be peer-reviewed? Most stuff I am seeing so far is kind of old when I search the ProQuest database.

I was thinking of doing something in regards to the decrease in population/birth rate or migration to urban environments in the country, but it sounds like these topics would have to focus a lot on data...
