I am interested in the Gas Distribution Certificate at TESC. Can the entire certificate be completed by doing the PLA evaluation process?

I don't see why not. There is no limit on the number of portfolio (PLA) credits somebody can earn.
PLA and Portfolio Help
I'm not familiar with TESU's certificate programs. Is a GPA needed? If not, then it should be OK to earn all the credits via portfolio (PLA).
BSBA/Accounting TESU (2016). MSA UIUC (2018).
Need help with portfolios? I earned 18 credits at TESU through portfolio evaluations. Nine of those were for upper level accounting courses. My advice for PLA/portfolios:

Using Straighterline's Financial Accounting as a substitute for TESU's Intermediate Accounting I? Don't do it if you are an accounting major and/or want your CPA license. They are not the same course and I think TESU has erred in accepting the SL course as Intermediate I. I made this discovery here:

Check with an advisor. There is a requirement that 50% of the courses for a certificate be taken at TESU. I'm not sure if PLA would meet that requirement.

Sounds like a great idea. That being said its at risk as college and getting a skill rarely meet.

I am currently enrolled at TESU in the BSBA in Accounting. I am doing the PLA Portfolio path, so I have to pay the 2,000 residency fee. If I decide to go for the certificate in gas distribution do I have to pay a second residency fee?

No, residency fee is good for a year... doesn't matter if you're getting a certificate or not, it's just one fee for one year
