Hello,
From my understanding, the requirement for:
TESC
General Education Requirements -> Intellectual and Practical Skills -> Oral Communication can only be satisfied by COM-209.
If I am non mistaken, there is no TECEP for this, so the TESC way for a per-credit option would cost $520 x 3 = $1560.
I am from a country where CLEP is not available and DSST requires air travel.
If I am not mistaken, I think PF Speech can satisfy this. However, I could not find "Speech" on the PF web site. Some comments and feedback from their forum mentions "Speech", but no "Speech" on the actual course listing page.
Questions:
a. please let me know if there is anything else that can satisfy
General Education Requirements -> Intellectual and Practical Skills -> Oral Communication
b. if that option is :
1. available for less than USD 500
2. can be taken online (eg: no travelling to DSST / CLEP centers)

Tor College Credits, NCCRS recommended, has an introduction to public speaking class with online procturing through Proctor U. It looks like Penn Foster does have speech that is ACE recommended. I'm not sure if these would be alternatives and TESC sometimes doesn't like to preapprove ACE recommended courses.

Maybe ask if they wuold accept the Straighterline Intro to Communications course? It transfers as COM108 Fundamentals of Speech. Worth a shot and it's cheap!
Quite a few forum members who used BYU TMA 150 Public Speaking gave glowing reviews and it's graded credit.

Don't let easiness bite you in the rear. Know your endgame (where you want to be) and plan backward from there. Your education is a means to an end.
Be honest professionally, socially and academically. There are people (especially little ones) who look up to you and they're going by your example.
Be proud. Whether you're an Engineer or Fast Food worker, there is honor and dignity in hard work.
Picking on people weaker than you only proves that you are a weak person.

This is an off comment as a general observation and not directed towards the OP, any DFer or the schools. But, I wish some students would actually take a speech course, especially business students or anyone who will eventually have to speak to a group. I had way too many people who worked with me or for me who I could tell where not comfortable presenting. I would have to work speeches into their work so that they can get more seasoning. Presenting a proposal to a bunch of big wigs and Colonels shouldn't be the first time you give a speech.
