What's the best way to get a new academic evaluation for a second bachelor degree? I graduated with the first one in 2019, my account is inactive right now and I don't have any new classes or credits since then.

You don't need a new eval; A second bachelor's degree at TESU waives all of your GE, Free Electives, and cornerstone - the only courses you need are the Core/AoS/Capstone and any pre-reqs.
What was your previous degree, and what's the new one you want?

My biggest problem had been finding upper level courses that don't have pre-requisites and can be taken online.
