Best state schools degree completion?

Which public universities offer the best/most flexible/affordable degree completion programs and why?

Obviously for the purpose of this thread let us exclude the 'big 3'.

As far as degree completion goes, I do think the "Big Three" are the most flexible and affordable. As far as I know, they are the only three schools that do not require any courses to be taken from the school directly, allowing 100% of credits to be transferred into a degree. Also, they are the most affordable degrees using Aleks, fema, CLEPs, DSSTs, GREs and Uexcels.

However, if I had to suggest an alternative I would probably go with Western Governors University. Not a state school, but a private, nonprofit, regionally accredited institution that allows competency based testing and coursework to fulfill degree requirements. WGU
If you can get financial aid, WGU is as affordable as the "Big Three".

For affordability, I would suggest Penn Foster State College or Cal Coast as DETC alternatives and Louisiana State University or Brigham Young University for regionally accredited alternatives. Also, I would suggest the USDA Graduate School, or your local community college.

Thanks.

For the purpose of this thread I'd like the names of specific public schools and their specific degree completion programs.

No NA or Big 3 please. I'd consider non-profit RA private schools.

Essentially now I am waiting for my unofficial eval to come back from Excelsior (which I will, of course, share with this community) and I will probably finish with them.

I'm trying to determine what my alternatives are before I decide to enroll (spend $900). I'm just about done with all of my requirements (over 120 credits) and I'm determined to have a RA degree.

Empire State College is a bargain if completing the degree by distance learning, it is part of SUNY and allows for a high number of credits to be transferred in including, tesing options, ACE, etc. Credit for College-Level Learning For a Bachelors degree you have to complete 32 credits through ESC.Undergraduate Degree Requirements

*Out of state residents pay a higher tuition cost if taking course at one of their centers but if obtaining the degree by distance learning they pay the same as NYS residents. Center for Distance Learning Tuition and Fees

Most state universities offer a General Studies degree that usually requires at least 30 credits earned in residency. University of Indiana has one of the more recognized programs. Within Illinois, EIU (Tony Romo's stomping grounds) requires only a 20 credit residency requirement (the lowest I've found outside the Big 3) and accepts CLEP, DSST, etc...

Peru State College, public university in Nebraska. $180 credit hour.

Allows 66 credits from 2-year institutions and 95 credits from 4-year. Also accepts 16 credits from CLEP exams but counts towards that 66 credit limit for 2-year institutions.

But it does require an internship (which is a good thing IMO) for some majors and will start requiring proctored final exams Fall 2010.

They also accept a lot of ACE stuff. So they accepted ALEKS for credit.

Let's not forget local community colleges. Mine was cheap and offers plenty of online classes and online associates degrees.

Plus if you stay around that area you get a lot of respect from people that also graduated from there.
