Amberton is legit, though they are a bit odd (like the financial aid thing), and basically no one has ever heard of them.
I think there are better options....but I know you could make a worse choice.

"Anyone can slap university in their name" giggled me. You are right. Reason why I prefer a university to a college is because of the difference in our systems of education. It often confuses people (even those in Ministry of Education) in Nigeria and Slovakia when I tell them I attend a college for my degree. In my country and Slovakia, we are used to universities as places where people go to get degree after "college" education. "Colleges" in my country usually refer to secondary schools or a part of a university. In Slovakia, it seems they refer to a special kind of post secondary schools not really equal to university... If I am could get the same degree I'd get from a US college at a US university, why would I want to explain to everyone who asks me whether colleges offer degrees- I thought

I suspect some of the colleges out of Nebraska beat the price point as well; Chadron, Wayne State, Peru State.

At my graduation there were many foreign students, though it's possible they all had a US Military connection.
WGU tended to allow stuff to happen for motivated students.

How? They charge non-residents $505.50 per credit hour. Some of their online programs are offered at the in-state tuition rate, but the MBA is not one of them.

I am not really particular about an MBA, a MS is just as fine for me as an MBA. I am not concerned about Financial Aid since I would not qualify anyway. Of the schools listed in the link, SEMO seems to charge non residents about 16k for its program. Others are between 18 and 40...Patten seems cool but they, like Amberton, seems not to have any programmatic accreditation. I am still looking going through Patten's website

On that list, University of Louisiana Monroe, University of North Dakota, Frostburg University, Jacksonville State University, University of South Dakota, and Morehead University are cheaper for non-residents. Fort Hays State University does offer a Master of Professional Studies with a concentration in Human Resource Management, Public Health Management, and several other concentrations. Their non-MBA programs are only $246.90 per credit hour.

SEMO's MSOM is less than 10K online with their in-state tuition rates.
