just sharing no idea how does study.com affiliation works .

Any Study.com student, who enrolled at Thomas Edison State University through Study.com after September 1, 2016, and is 18 years of age, is eligible for this program.

Study.com will need to be identified as the 'Partner Affiliation' on the student's original application to TESU.

I so don't understand why they even care. If you can do the work, what difference does it make how old you are?

With that said, I wonder if the one with the 16yo minimum would allow her to apply NOW for enrollment after her October birthday, so you can lock in the requirements.
