2nd Degree at UMPI with a 1st degre from another UNI.

What happens when you start a second degree at UMPI and the first degree is from another University. The credits you did before, for example Sophia, are wasted or go to electives if you did not use them on the first degree? 
An what happens when the first degree is from a foreign university? (if somebody knows this one).

You would automatically have your Gen Eds covered. So no need for Sophia for that. Same probably for your electives.

If you already have a bachelor's or master's degree then you are waived from the GEC. If your degree is from a foreign university then your transcripts must be submitted to WES for an evaluation which takes several weeks and costs a few hundred $.

UMPI will evaluate your transcripts and apply credits towards the general electives and major along with the minor or concentration. Courses aren't used up by any degree. They can be applied to multiple degrees if the courses are required by the school.

Yes, I have prior degrees, but also have several Sophia credits and I want to know if its useful to take more or not. Everything has been evaluated, so no problem there.
If I understand it well, all the courses that belong to GE will be waived and the one I have from Sophia will be lost, or not used. Is that correct?

The only thing waived is the GEC. The general electives are not waived. Without knowing what you have and what you need there's no way to say what will happen with your Sophia credits. You can send the transcript to UMPI and they'll evaluate it.

Also to note, you will need 30 new credits in the degree of choice. The bulk would be the major/concentration or minor you decide on. The foreign degree will be evaluated, similarly to what a local or RA set of credits would be evaluated. You need to send in a WES course by course evaluation...

Those 30 credits also need to be completed at UMPI.

If you have a foreign bachelor degree, I do not think it is particularly worth it getting an evaluation at WES. Just do a bunch of Sophia courses instead. It is far less of a hassle. This is what I have opted for. If your transcripts are not written in english, than you need to get them translated first of all, which will prolong the evaluation further.

Another problem is that many foreign Bachelor degrees are not 4 year degrees, but 3 year degrees, with no general education curriculum. This makes the evaluation process even more pointless.
