Liberty University First Responder Discount no longer for doctorates

Just getting the word out... Liberty no longer offers the 25 percent First Responder discount to doctoral students... it is now only available to Associate, Bachelors, and Masters students....
The military discount remains an option for doctoral students however. No reason has been given for the change.

Regent University has a fairly similar worldview and set of online doctorates to Liberty, and Regent’s first responder discount is available “toward any degree-seeking program.” 25%, does not stack with other discounts.

It is possible that many law enforcement organizations only need an associate's, bachelor's, or even a master's level degree for hiring. A doctorate is not typically needed, so maybe they removed the discount due to a lack of participation in doctoral programs? It could be the opposite: law enforcement officers were just coming to Liberty to earn a doctorate degree only since they get a discount. I wouldn't know, and the university would only have the answer or data, maybe.
