It depends on the school and what your previous degree was in, but in general you can count on all the gen ed requirements transferring at a minimum. I know if you do a degree with EC and then a second degree at EC they transfer about 75% of the courses over (looking at doing this myself).
Since you're military remember that TA only covers the FIRST degree at each level, after that it's out of pocket (CLEP/DSST/ECE are still free of course) or start using your GI Bill benefits. So your first degree should be basically free, second (using the example from EC above) would be needing 30 credits, if all were taken as a class (EC costs about 1k/3cr course) you would be looking at 10k USD. Of course there's plenty of IT and business credits that can be tested out of, and some of those 30 will probably be electives you can fill with anything.
UMUC is a good school, but you might want to look at EC's BS in IT as well. They offer credits for your IT certs, which can cut a lot of courses off (CompTIA, MS, CISCO, etc).
