FEMA for people not in the US

Could a person not just use 000-00-0000 as a generic number? This would at least get them on the books and allow them to obtain the certificates. Just a thought.

Directing lines of enquiry to the provider and whatnot is a good idea. Fabricating SSNs and mechanical workarounds, i.e. non-authorised ways of pushing the automated system which would be halted if noticed, these are not so good ideas.

All of the Big 3 and pretty much every college has an academic honesty policy. Imagine, in a few years time someone is being paid to audit the college credit sponsored by the US Gov and notices an obviously false SSN. College may be notified, worse case scenario, degree may be removed!

Unlikely to happen, of course. But then just trying to put it through leads to multiple opportunities for someone looking at the credit and asking themselves, 'hang on a second?' Basically, not worth the potential trouble.

Probably more importantly, the point of having the FEMA courses is that it serves US citizens. It's US tax payers' money that is paying for college credit.

As a non-US resident I went through the same interest followed by disappointment when the FEMA website explicitly stated:

You do not have to be a US resident to access, download and use the course materials on this website. However, we do not provide printed materials, certificates of completion or process final examinations of Non-US residents.

If someone were to pay for the courses, then that could be fair but is unlikely to occur. Nonetheless, I can definitely understand why FEMA course certificates are for US residents only.
