No, it means that of the people who took the Biology exam, only 33% passed. As I've said in another thread, don't let that worry you too much. Military members tend to take these things with very little to no study since it doesn't cost them anything. That's where you get numbers like that 33%.
If you look at the one that blu2blue posted of both base and campus exams, it shows a pass rate of 50% for Biology. Still not great, but you have to realize that most people don't know about all the great resources you've already used to study with.
Provided you don't freak yourself out too much and have honestly prepared for the exam, you'll do fine.
