Google voice requires an existing phone to function in most cases, without a functional phone a VOIP solution like sipgate can be manipulated to fill in the gaps, or perhaps you know something I don't?

I believe it works differently with smart phones; however, not having a smart phone I cannot experiment. I believe I've heard that google voice on a wifi capable phone can be used stand-alone, but I'm not certain.
Please stop corporate child abuse, learn about World Wide Association of Specialty Programs and other "troubled teen" facilities that abuse kids and cheat parents:
