I found them both to be quite difficult. But it is possible to do well if you study hard enough for them.
Which one is easiest, is a bit of a toss up. Personally, I think USSR was slightly easier, bit it's obviously very subjective.
You might like to go with the one you are most interested in learning about.
I really enjoyed studying for both of them, and I learned a lot. But they aren't easy exams.
Instantcert was great for the foundation, but you should make sure you do other research online as well. Wikipedia was invaluable, and you will find links to many other resources if you do a forum search for the threads about each particular exam.
