Most state universities offer a General Studies degree that usually requires at least 30 credits earned in residency. University of Indiana has one of the more recognized programs. Within Illinois, EIU (Tony Romo's stomping grounds) requires only a 20 credit residency requirement (the lowest I've found outside the Big 3) and accepts CLEP, DSST, etc...
