Ok I beleive I can answer two out of three of your questions.
1. I can't really answer this one but I do beleive if you pass the equivalent clep exam TESC will give you credit for the course and full course credit.
2. For ALEKS, if you reach the 70% completion mark (search for a definition of this) for one of the courses TESC gives credit for, you can then have the course transcripted through ACE, and TESC will accept it and give you full course credit (I beleive 3 units), there is no partial credit.
3. General Ed. electives are electives from the areas of humanities, science, mathematics etc., free electives are almost anything else that schools will award credit for. I know PE doesn't count.
FEMA falls under the free electives unless you are going for an Emerg. management degree.
I beleive I read that someone got 25 units of free electives awarded for FEMA credits in the liberal arts degree, and I think they will award 15 units for all other degrees.
Please correct me if I am wrong.
I needed 18 units of free electives for the business degree, of which I used 13 FEMA.
