Given his desire to test out as much as possible, and his $10K budget, I think I might look at TESU. Assuming his 16 RA credits are all transferable, he would need the cornerstone and capstone at TESU, 8 other RA credits (TECEPs or other) and the rest could be Sophia or other ACE providers. Yes, the capstone is a good bit of writing, but it would all be in business areas that he presumably would be good at.
Given that he probably wouldn't want to deal with a 15 credit semester, he should go ahead and pay the residency waiver, and only take the cornerstone and capstone as actual courses.
