If you get the BABA from UMPI first (minimum 10 courses/30 credits required at TESU), then TESU would waive the general education and free electives on the 2nd degree. However, it would require in total 24 new credits after the 1st bachelors from UMPI, as this is TESU policy. You would also need to either pay the residence waiver fee or do a minimum of 15 credits at TESU to avoid that fee:

Why not just apply now to TESU, do a double major and complete a 15 credit term for the flat-rate tuition? You can add a BBA at TESU along with the BACS and there are plans on the Wiki for that: https://degreeforum.miraheze.org/wiki/Category:TESU
Alternatively, you could also do the UMPI degree and then go for a Master's in CS like the one from Georgia Tech for example.
