The colleges that partner with TEL Learning or another possibility at $75 per credit and I believe no textbook fees, but course options are pretty limited.
The wiki has a page on cheap regionally accredited credits. I think it only mentions New Mexico Junior college and one other school -- I don't remember which. If people think it's a good idea, I can update the page with more listings.
Unfortunately, when I do a web search for a degree related topic, I often find degree forum.net in the results, but not the wiki, which is often more comprehensive.
I don't know how often the wiki is updated. That could be a full time job on its own.
Are you referring to the Independent Study courses at the University of Idaho? Those are $160 per credit plus $30 fee. Textbooks and labs are extra.

They also have self paced online courses that are $55 per credit. They don't appear to be college credit though as they are professional development courses. They're transcribed as graduate, non-degree, semester credits. Grading is satisfactory or unsatisfactory. It's kind of unfortunate that they're not RA credits because there's some really interesting courses.
