If we are mentioning four-year colleges, the University of Idaho self-paced courses are pretty cheap. The other day I looked and I think they were around $120 per credit, at least the ones I looked at.
The colleges that partner with TEL Learning or another possibility at $75 per credit and I believe no textbook fees, but course options are pretty limited.
The wiki has a page on cheap regionally accredited credits. I think it only mentions New Mexico Junior college and one other school -- I don't remember which. If people think it's a good idea, I can update the page with more listings.
Unfortunately, when I do a web search for a degree related topic, I often find degree forum.net in the results, but not the wiki, which is often more comprehensive.
