ASU's DBH has an applied research project, which is practically a capstone.
The only doctorate that I can think of right now that doesn't have a capstone or dissertation is Oklahoma State University's Doctor of Health Care Administration. It's also relatively cheap. Virginia University of Lynchburg also doesn't have a capstone, but they're accredited by TRACS, their accreditation is on warning, and their DHA program has very little to do with healthcare administration. EVMS' DHSc has a hidden capstone in their Leading Innovation course, but from what I was told, it just consists of designing and planning the implementation of an innovation. It doesn't sound like students have to carry out a study.
University of Western States' EdD in Sports Psychology used to allow an internship in lieu of a dissertation, but I'm not sure if that's still the case. They also have a Doctor of Clinical Nutrition program that doesn't require a dissertation, but that's probably of no interest to you.
