The best thing to do in order to know for sure what's going on is check with Edgewood's accreditor (The HLC). I can say from looking at the HLC website, Edgewood offers 4 Doctorates: Ed Leadership (with 4 specs), Education, Ed Leadership (no specs), and Nursing. No DBA.
Schools in the United States are required to have their degree programs approved by their accreditors before they can offer them anywhere on earth, so if this is being done without the HLC's okay, big trouble is on the horizon. Edgewood has been around a long time, but that doesn't mean they can't make a mistake.
As for UpGrad, this sticks out like a sore thumb:
"WES Accredited: WES takes all programs to a US equivalency - as all programs are within the US they are already WES equivalent."
I think they're trying to convey to people outside the U.S. that there won't be a problem with WES, but just didn't word it in the best way.
