I don't think that the CLEP counts for this purpose. It's not RA. It also technically requires listening because the online CLEP is live proctored. Getting accommodations for the online version of the exam has been reported to be essentially impossible (though it's possible this has changed recently, I wouldn't count on it).
However, the cheapest way to get actual RA credit (as far as I'm aware) that does NOT involve travel or an audio component would be to complete English Comp from Arizona State University. https://degreeforum.miraheze.org/wiki/Ar...al_Learner It would be $25 to start the class, plus a $400 transcript fee if you get a passing grade and want to add the class to your ASU transcript. Warning: it is a LOT of writing. But there is no proctoring or required audio component. I think there are videos, but the ASU videos are well-captioned.
Cheaper still would be TEL Learning at $200 per class. However, their classes require multiple assignments AND two live proctored exams. I am not sure how they would be able to accommodate someone who is hard of hearing.
