Canadian universities are like this, they only accept the first two years and you do the final two years as a 2+2 program, I detest that you can't just do the major at the university, they force it so you have up to 60+ credits for transfer and at the minimum, do the other half at the institution you intend to graduate from. Some colleges/universities here in the US also are like that, an example is the NYU SPS allows up to 64 transfer credits to their 128 credit BA/BS due to residency requirements and they do not allow second degrees at the Univ in other words, their Univ doesn't admit students who already have a previous Bachelors (unless it's in just two specific degree programs).
People have various reasons for getting a second/third bachelors degree even though they have a first or second masters, maybe even a doctorate. Some intend to use tuition assistance/reimbursement to get into similar fields they've got interest in but don't want to leave their current career, it's like to test the waters before you actually jump ship to the other field of interest. Prospective students will get swayed in all directions, it really depends on what they're looking at and need/want, some may be looking into changing fields completely.
