degree planning advice needed

I would like to get degree planning advice on either getting a Bachelor of Business Administration or Finance degree. I am either looking at the BABA Mgmt and Leadership degree at UMPI or a Bachelor's in Finance from Excelsior or TESU.

Budget: $5-7k max I'd like to go the cheapest route possible, but will consider spending more for easy and fast.  
Commitments: I currently work full time and can work on my studies part time or in the evenings/weekends.
Dedicated time to study: 2 hours a night on weekdays and 10 hours on weekends.
Timeline: Finishing the courses required for the degree as fast as possible would be ideal.  I would like to finish within 1-1.5 years (12-18 months)
Tuition assistance/reimbursement: No. Would pay as I go or scholarship.
