Any modifications or considerations to my plan at TESU?

I'm a bit confused, probably because you seem confused.  So I will try to answer what I think you're asking.

You need 30cr of RA total (not 33), and they do NOT need to be done through TESU.  Only the Cornerstone and Capstone (6cr total) need to be done there, leaving 24cr of RA to be done from wherever you want (local CC, cheap online school like Dine' College, TECEP exams, etc.).

You do not need to do these things in any specific order - the capstone will most likely be the very last thing you do, but other than that, you can do it however you'd like.

We only recommend LL TECEP exams if that's what you want, as they are $52/cr ($156/exam) - it's cheaper to do UL courses through other ACE/NCCRS providers (Study.com, Davar, Coopersmith, Saylor).  UL TECEP's are $77/cr ($231/course).

You need to decide if you want to do the Per-Credit Tuition plan, where you would pay $6,796 for 6cr there and bring in the remaining 114cr from elsewhere; or if you want to do the Full-Time/Flat-Rate Tuition plan (FT/FR), where you'd do a single 16cr term at TESU which would include the cornerstone, capstone, a 1cr course, and 3 additional courses of your choice - for $4,778, plus the $298 for graduation.  For someone with zero RA credits, this is the path I would recommend.  You'd still need 14cr of RA, but it gets rid of that residency waiver.  There's a page on the wiki showing how to go about doing the FT/FR term to make things as easy as possible.

First, the 33 credits came from the 2 majors I plan on majoring in. That no ACE or CLEP credits would full fill.

Oh, now I see how my thinking is wrong. I highly appreciate the clarification.

Now I see the cost is per credit. 

 I'm glad to see the tuition plan presented here bc i was confused about that. I agree that the FT/FR is the better option. though I do have a question.

Since the FT/FR way would include the things you described. Would that mean I would just leave that amount of credits that need to be full filled by the curriculum? Would the 3 addition courses of my choice would be within the curriculum of that major? Would I have to do this twice for each major due to double majoring?
